  • Branch Chief - Federally Qualified Health Center (FQHC) Program – Managed a portfolio of 225 grants with combined budgets of $500 million. Insured compliance in delivering quality healthcare to underserved populations in the U.S. Supervised project officers.
  • Health Care for the Homeless – Co-lead on insuring access to health care through the Community Health Center program for Homeless and special populations. Develop policy to insure quality health care improvements and access. Member Secretary of Health and Human Services work group to end chronic homelessness; planning committee for conference on National Symposium on Homelessness Research, participate on Homeless Policy Academy Initiative.
  • Emergency Coordinator, Public Health Emergency Preparedness, Federal Region II (New York City), and Coordinator, Metropolitan Council for Public Health Preparedness – Coordinated team of public health commissioners across metropolitan New York City, adjacent states and counties in preparation for development of short and long range public health emergency preparedness goals.
  • Secretary’s Initiative on Youth Substance Abuse Prevention, Deputy Director – Led team of 19 federal, state and local government agencies and private non-profit organizations in reducing substance abuse in youth ages 12-17.
  • Drug Free Communities Program, Team Leader – Increased citizen participation and collaboration among 230 community coalitions throughout the Northeast region.
  • Established National Partners Virtual Network – Fostered collaboration among 800 organizations by creating a web-based educational tool and resource linkages.
  • Established the Agency Staff College and Career Enrichment Opportunity (CEO) Mentoring Program – With a budget of only $25k, guided 20 different seminars for agency personnel, focused on meeting and exceeding performance goals.
  • As Branch Chief, managed $175 million budget in the Special Populations Branch.

  • Executive Producer of HIV/AIDS educational Spanish-language videotapes targeting Hispanic women.
  • Monitored numerous community and prevention research grants and national studies involved in substance abuse prevention and treatment issues.
  • Planned and directed major scientific meetings such as the prevention of drug abuse through family interventions
  • Conducted a research study on outreach workers – Identified special issues in recruitment and retention and recommended strategies for working with these nontraditional employees.
  • Conducted a research study on social service utilization by addicts, raising broader questions on social service effectiveness.
  • Co-authored two seminal papers on problems in conducting randomized clinical trials of outpatient treatments for drug abusers with recommendations for problem resolution.
