Color should be used to make your web site attractive and as an enhancement for your text (although it cannot take the place of good content).  Sometimes to much white can be boring.  But too much color can be a distraction.  You are at the site to read the text and gather information.  Therefore color should enhance the text and/or reflect the tone or "mood" of the text.  For example, if you were advertising a landscape business you might want a light "earth tone" for the background.  Gray might be used for a more conservative business.  Black can be interpreted as depression or mourning.
